This MUST be applied for by a customs broker or agent. An individual pet owner cannot do this on their own as the government will not accept an application for an import permit from an individual. Whereas in her bog of December 13, 2009, Moving To Costa Rica With Pets, she states: "All pets coming as manifest cargo must have an import permit..." "The permit cannot be applied for by an individual..." The state of my confusion is this: If, I as the pet owner, bring my pets on an airline flight to Costa Rica, in the cargo hold ( due to the weight limitations, etc.) I know I need to contact authorities Four days ahead of time, produce all required records for the dogs, and request Pet Immigration Permits.
