		<description>It takes 4 days to acquire an import permit.  This MUST be applied for by a customs broker or agent.  An individual pet owner cannot do this on their own as the government will not accept an application for an import permit from an individual.</description>

Whereas in her bog of December 13, 2009, Moving To Costa Rica With Pets, she states: &quot;All pets coming as manifest cargo must have an import permit...&quot; &quot;The permit cannot be applied for by an individual...&quot; 
The state of my confusion is this: If, I as the pet owner, bring my pets on an airline flight to Costa Rica, in the cargo hold ( due to the weight limitations, etc.) I know I need to contact authorities Four days ahead of time, produce all required records for the dogs, and request Pet Immigration Permits. CAN I NOT DO THIS OR NOT???</description>
